Long Description

  • Provide policy advice, technical expertise and capacity building support to the Department of Higher Education, Teacher Education Division (DHE/TED), and Education Colleges (EC) in support of MOE’s reform of the pre-service teacher education system in Myanmar.
  • Identify relevant and timely topics to plan and prepare analytical reports to inform policy-making; evaluate and design capacity building strategies and plans; and ensure an integrated approach to the planning, implementation, monitoring, reporting and assessment of the activities to achieve the expected outcomes of the STEM project.
  • Provide technical advice to the Ministry of Education with a strong focus on inclusion and equity for i) the implementation of the Teacher Competency Standards Framework (TCSF); ii) the development of the new 4-year Teacher Education Curriculum for the upgrading of the Education Colleges from a 2-year diploma to a 4-year degree institutions; and iii) the development of a comprehensive teacher policy in support of the pre-service teacher education reform in Myanmar.

Long Description

  • Liaise and coordinate with the Ministry of Education, National Education Policy Commission (NEPC), National Curriculum Committee (NCC), Teacher Task Force, UN agencies, education development partners, academic institutions, National Commission for UNESCO, and CSOs to foster policy dialogue and knowledge sharing to ensure a high level of responsiveness in UNESCO's technical assistance and the alignment of activities with other ongoing initiatives and national priorities.
  • Provide overall managerial and administrative support as well as technical and policy guidance to a team of national and international staff as well as consultants to ensure timely and effective implementation of all planned activities that have also effectively mainstreamed equity and inclusion.
  • Support the Head of Office in representing UNESCO and strategically positioning the Organization’s priorities in the field of education and in inter-sectoral initiatives in the UN programme management committee, including the development, implementation and monitoring of the UNDAF as well as vis-à-vis development partners especially potential donors.

UNESCO, in partnership with the Ministry of Education (MoE), is implementing the Strengthening Pre-
Service Teacher Education in Myanmar (STEM) project. Under STEM, UNESCO is supporting the

development of a national Teacher Competency Standards Framework (TCSF) and supporting the MoE
in conducting a validation study of TCSF together with Myanmar Education Quality Improvement
Programme (My-EQIP).
The TCSF provides clear and concise profiles of what teachers are expected to know and be able to do
and how well they do at the different stages of their career. It establishes benchmarks against which
progress in professional development can assess over time; ensuring that appraisal and feedback are
used in a supportive way to recognize and reward effective practice. The validation study comprised of
three phases: Phase 1: expert review, Phase 2: teachersurvey conducted across differentschools around
the country, and Phase 3: case studies of teaching practice, in a purposive sample of effective teachers
and student teachers. Findings from Phase 2 and Phase 3 are being compiled to be discussed with
different stakeholders at a consultation meeting in March 2020. The TCSF is expected to be finalized by
mid April 2020.

Responsibilities

  • Develop and standardise materials for awareness sessions on child protection topics delivered in youth centres to children and adults
  • Review existing awareness raising sessions, training materials, and other curriculum and update accordingly.
  • Support Child Protection Assistants in capacity building of incentive workers, including implementing capacity building trainings on relevant topics, such as teaching and facilitation skills and communicating with children.
  • Support the Project Manager and Team Leader on delivery of monthly trainings to child protection assistants and incentive volunteers.
  • Conduct regular visits to the youth centres to assess the delivery and quality of awareness raising sessions, working with the child protection assistants to build capacity of incentive volunteers and ensure child protection minimum standards are being met.
  • Develop innovative and engaging methods for delivering awareness sessions to the community, taking into account limited literacy levels among some populations
  • Support MEAL team in developing appropriate monitoring methodologies for quality of curriculum-based activities and awareness raising sessions.
